How to Set Up Microsoft 365 Copilot for Your Business

Setting up your Microsoft 365 Copilot AI tools inside a live tenant is easier than adding another license line item. Copilot sits on top of the M365 environment you already run, indexing and surfacing content through Microsoft Graph under the same identity, permissions and sharing settings that govern your Exchange Online, SharePoint and Teams data. It can draw on emails, calendar events, Teams chats, SharePoint documents and OneDrive files — but only the material a given user is already allowed to open. Most of the important work therefore happens before any license is assigned; the license itself is often the smaller half of the job.

Microsoft’s online documentation (as of this writing) organizes the process into a discrete set of prerequisites, admin actions and rollout phases, which provides a clearer path than the early Copilot deployments of 2023 and 2024. This SWK Technologies guide walks you through eligibility, tenant readiness, license assignment, Copilot Control System configuration, app deployment and the steps for a phased rollout:

Confirm Your Base M365 License and Eligibility

Before you can assign Copilot to anyone, each target user needs a qualifying Microsoft 365 or Office 365 subscription. Per Microsoft’s minimum requirements, eligible base plans include:

  • Microsoft 365 Business Basic, Business Standard or Business Premium — the SMB tiers, up to 300 users
  • Microsoft 365 E3 or E5 — the primary enterprise plans, with E5 adding the extended security and compliance stack
  • Microsoft 365 F1 or F3 — the frontline worker plans
  • Microsoft 365 A3 or A5 — the education plans
  • Office 365 E1, E1 Plus, E3 or E5, and the Office 365 A1, A1 Plus, A3 or A5 education equivalents
  • Office 365 F3 — the frontline productivity plan
  • Microsoft Teams, Teams Enterprise, Teams Essentials or Teams Rooms

With a qualifying base plan in place, Copilot is purchased as an add-on. The exception is the Microsoft 365 E7 Frontier Suite, which reached general availability on May 1, 2026: E7 bundles Microsoft 365 E5, Copilot, the Microsoft Entra Suite and Agent 365 into a single subscription, so Copilot is included natively with no separate add-on. You can buy Copilot licenses through the admin center marketplace, a Microsoft partner such as SWK or your Microsoft account team.

Technical Prerequisites for Copilot

Microsoft lists a short set of hard requirements every user must meet before being able to access and activate their local Copilot account:

  • Microsoft Entra ID account — Users sign in with a work or school account backed by Entra ID; cross-tenant users, including guests added through Entra B2B, cannot be assigned a Copilot license.
  • Exchange Online mailbox — The primary mailbox must live in Exchange Online, since Copilot grounds replies and summaries in mailbox content. On-premises and hybrid mailboxes do not qualify, so plan migration first.
  • Supported operating system and browser — Any current browser works with third-party cookies enabled for the web versions of Word, Excel and PowerPoint; Microsoft recommends Edge, with Chrome, Firefox and Safari also supported. Mobile requires iOS 16, iPadOS 16, or Android 10 (or later).
  • Open network endpoints — Several Microsoft domains and WebSocket connections must be reachable so the Copilot app can install, license and update.
  • Microsoft 365 Apps deployed — the desktop or web apps that host Copilot features must already be installed and provisioned for the user.

Microsoft also flags SharePoint governance, Microsoft Purview data labeling and a phased rollout as strongly recommended readiness steps, each addressed below.

Choose Your Update Channel

Copilot follows the standard Microsoft 365 Apps update model and is available in every channel except the Semi-Annual Enterprise Channel. Devices left on that channel will not see Copilot features arrive automatically, and the app will not auto-install on them — a common friction point when the base license is ready but the channel has not been reviewed.

For most businesses, Microsoft recommends the Current Channel for the fastest access to new features, or the Monthly Enterprise Channel for a predictable monthly cadence that gives you time to validate. The Preview and Beta channels suit a small validation ring but are not appropriate for a general rollout. Change channels through the Microsoft 365 Apps admin center, Intune, Configuration Manager or Group Policy.

Secure and Govern Your Data Before Rollout

Because Copilot runs against your tenant’s existing permissions, sensitivity labels and audit configuration rather than a parallel system, its effective security ceiling matches whatever configuration sits underneath it. Any gap in SharePoint permissions, a missing sensitivity label or an overshared site surfaces through Copilot output the same way it would surface through a SharePoint search.

The required security work groups into three areas:

Multifactor Authentication and Conditional Access

Turn on MFA for all users through the Microsoft 365 admin center, then use Conditional Access policies to enforce it based on user risk, location and device compliance. Copilot sessions sign in through the same Entra ID surface as the rest of the M365 stack, so any Conditional Access policy already applied to Exchange or SharePoint traffic will also apply to Copilot. The more advanced Conditional Access controls — near-real-time policy enforcement, terms-of-use, Windows Hello for Business — depend on your base plan tier.

Unified audit logging

Turn on unified audit logging in the Microsoft Purview portal to capture user and admin activity, including Copilot interactions. Configure retention on the audit log to match compliance needs, and review logs for anomalous access patterns. Copilot activity — the prompt, the response and the citations that ground the response — is stored as part of the user’s Copilot activity history and is searchable and retainable through Purview Content search.

Restrict Sensitive Information from Copilot

Microsoft’s setup guidance outlines a four-step process for reducing oversharing exposure before broad rollout:

  1. Export the top 100 most-used sites from the SharePoint admin center and run the SharePoint Advanced Management (SAM) permission state report.
  2. Cross-reference the SAM report against Purview’s Data Security Posture Management (DSPM) oversharing posture assessment, and grant Copilot access to popular, low-risk sites first.
  3. Disable “Everyone except external users” (EEEU) at the tenant level, and turn on Purview Audit to monitor Copilot interaction activity.
  4. Start a SAM Access Review for sites flagged as overshared, and apply restricted access control on business-critical sites.

In parallel, deploy Purview sensitivity labels to classify and encrypt confidential content, configure DLP policies for Microsoft 365 Copilot and Copilot Chat where applicable, and consider implementing restricted SharePoint search to further limit discoverability of sensitive material.

SAM is included with the Microsoft 365 Copilot license rather than sold as a separate add-on. Microsoft’s deployment blueprint frames the same work under three pillars — remediate oversharing, set up guardrails and meet regulations.

Assign Copilot Licenses

Once users are provisioned and your base licenses are in place, assign Copilot from the Microsoft 365 admin center:

  1. Sign in and go to Billing > Licenses.
  2. Select Microsoft 365 Copilot.
  3. On the product details page, assign licenses to individual users or to groups.
  4. Confirm the assignment under Users > Active Users.

You can also use the admin center’s guided setup, or PowerShell for larger batches assigned against Entra ID group membership. After assignment, Copilot appears inside apps like Word and Excel, though some can take up to 24 hours and users may need to restart or refresh. Users sign in with their work or school account, and the file must be editable rather than read-only. Guest and cross-tenant users cannot be assigned Copilot. For education customers, the license is listed under Microsoft 365 A3 Extra Features for faculty or A5 Extra Features for faculty rather than a standalone SKU. License status is visible on the Copilot page in the admin center.

Deploying the Microsoft 365 Copilot App

The Microsoft 365 Copilot app is available across the web (m365.cloud.microsoft – NOTE: you need to be signed into your Microsoft 365 account), Windows and Mac desktops, and Android and iOS. You have a few ways to deploy it:

  • Automatic installation — Windows devices running Microsoft 365 Apps Version 2511 or later install the app in the background. Version 2511 reached the Current Channel in early December 2025 and the Monthly Enterprise Channel in January 2026. Semi-Annual Enterprise Channel devices and customers in the European Economic Area are excluded.
  • Managed deployment — Push the app through Microsoft Intune (via the Microsoft Store apps flow, which works whether or not the Store is enabled for users), Configuration Manager, Group Policy, or a non-Microsoft management tool using the .exe installer.
  • Manual install — Individual users can download the desktop installer through the Microsoft download link or CDN, or get the app from the web and mobile stores.

To control the timing yourself, switch off automatic installation from the Microsoft 365 Apps admin center under Customization > Device Configuration > Modern Apps settings.

Configuring Copilot Control System

The Copilot Control System, under the Copilot entry in the admin center, is where you manage how Copilot behaves across your tenant. It spans three connected pillars — security and governance, management controls, and measurement and reporting — surfacing your existing Purview, SAM and Entra conditional access controls in one view. From here you can check license-assignment status, manage data security and compliance controls, configure plugins and permissions, decide whether Copilot can use web data as grounding, and submit feedback on behalf of users.

The settings administrators typically configure include:

  • License and metering — per-user assignments, pay-as-you-go billing where applicable, and message-capacity monitoring.
  • Agent lifecycle — enabling or blocking connectors, controlling how agents built in Copilot Studio can be shared, and applying Data Loss Prevention (DLP) policies to restrict where an agent can publish.
  • Search and grounding sources — whether Copilot can use web data alongside your tenant content, plus admin-defined acronyms and websites that appear in Copilot Search.
  • App experience — pinning Copilot to the Windows taskbar and Microsoft 365 navigation bar, feedback collection, and Copilot Pages behavior.

Available settings depend on the Copilot licenses in your tenant. Configure them for your pilot ring first, then adjust based on early feedback.

Pilot, Deploy and Measure Adoption

Microsoft’s supported model separates the rollout into three phases rather than switching everyone on at once:

  • Pilot — Assign licenses to a small group of early adopters across teams, ideally heavy Microsoft 365 users you can identify from usage metrics. As they get comfortable, they become champions who show peers good Copilot use and field first-line questions.
  • Deploy — Expand licenses to the broader company, keeping oversharing controls and sensitivity labels active.
  • Operate — Track readiness, adoption, impact and sentiment using the Copilot Dashboard in Viva Insights and the usage and readiness reports in the admin center. Microsoft’s adoption resources include engagement templates, training kits and success metrics.

The pilot ring is where you catch the tenant-specific issues general documentation cannot predict — an oversharing pattern in a particular SharePoint site, a conditional access policy blocking Copilot traffic, or a mailbox still in hybrid mode. The Copilot License Details diagnostic confirms whether a specific account meets every requirement, a quick way to troubleshoot a user who is not seeing it.
